Is the racking safe to reload?

To control the loss, not until it is checked. Base plates and anchors sit in the water and corrode from the bottom, out of sight behind pallets.

Can our maintenance team pump it out themselves?

As our response moves forward, for a shallow puddle on sealed concrete, yes. Anything more than about an inch across open floor needs pumps and extractors sized for the volume.
